I pad pro not allowing full screen when turning

since the last 3 updates on my i pad pro , usually turn my i pad sideways to get a full screen, I can hit the screen icon at the top all that does is give me full screen . any video on any site wont give me full screen

iPad Pro 12.9-inch Wi-Fi, Cellular, iOS 11.2.1
