Question: Security Update 2017-005 10.11.6 never completes--why?

Security Update 2017-005 10.11.6 causes my El Capitan MacPro's monitor to black out with the cursor showing. It remains like that for hours without completing the update. I'm constrained by my hardware to El Capitan, so I have no options. I tried to perform the update through the App Store and also via direct download but both failed in the same manner.

Make one. System Preferences> Users & Groups, unlock the padlock if it is locked. Now click on the plus button to add a new User, change Standard to Administrator in New Account, enter a name, a name for the account etc etc. once you have done that login to the new account and try the download again.

No good. I created the new Admin as described. Same result. Black monitor with cursor showing and nothing happens. Security update does not happen. And now I can't access the Users & Groups pane to delete the new account. Any other ideas?
