Notes app completely broken?

I'm running macOS High Sierra on a mac mini. When I opened up the notes app, all my notes were deleted and it doesn't let me add notes. It doesn't let me add a note because ALL the buttons are greyed out! The ONLY thing it allows me to do it to customize the toolbar. I've tried opening and closing the notes app multiple times and restarting the computer and it still won't let me add notes.
