If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support

if it is MMS and the link doesn't help, contact your phone carrier.

I have this problem as well. When I'm using iMessage I have no problem. However if I send pictures to someone on an Android device it fails. I don't know who your CSP is but mine is Verizon and they told me they are having problems with their network.
