does removing a Macbook Air profile free up diskspace that user was using? Will it free up licenses that were being used by applications? Will any of the applications be available to other users on that Macbook?

you can delete a users account, after it gives you the option of what you want to do with the data, i have pasted one of those below
"Remove the user’s home folder from the computer: Select “Delete the home folder.” The user information is deleted and the storage space is freed."

It will remove everything stored in /Users/deletedusername/ folder. CTRL- or RIGHT-click on the folder and select Get Info from the context menu to display info on space used by the folder's content. Whether licenses are freed up depends on the license.
