Cannot access recovery partition with internal MacBook Air Keyboard

I cannot access the recovery partition, or the internet recovery partition (or safe mode) on a MacBook Air mid 2012. It only starts up to the standard log in. The recovery partition is there, and works properly when using the key commands with an external wired Apple keyboard. The MacBook keyboard seems to work fine otherwise, and all keys and key combos are recognized once it starts up.

I've reset SMC and PRAM (SMC seems to reset from the internal keyboard, PRAM required using the external.)

The machine is running 10.10.5.

The recovery partition may be newer.
