I am setting up a new iPhone 5s. The screen is stuck on "Updating iCloud Settings". What should I do?

I am trying to update to iOS 11 before restoring from iCloud backup. My old device is a 5 with iOS 10.3. My new device is a 5s. Started by setting up as new and I'm stuck on "Updating iCloud Settings" screen.

If you had any iCloud sync features (not iCloud backup) enabled (contacts, calendar, notes, reminders, photos, etc) these must resync when you log in to iCloud on a newly set up phone. The length of time this takes is dependent on your Internet connection speed.
