icloud iphone x can not sign in

I just bought an iphone x. In settings , at the top it says sign in to finish setting to use apple pay , siri and etc. Afrer entering apple id username and password there is a message says that you already signed in with this username. And with a white background it says “signing to icloud” with a spinning wheel. But it never finishes. Is there anybody faced the same issue ?
