I toggle VPN off, it comes back on. No matter how many times I try.
This is iPhone 8, iOS 11.
I figured it out. It’s actually my son’s phone. He was running Adblock app that was using vpn so I had to go in and disable that first.

Why do you have a VPN set up on the phone to begin with. If it's a corporate VPN configured with a profile from your employer, you may not be able to disable it at will. Contact your IT department in that case.
Did you install a VPN app on your iPhone? If so, some require that you enable/disable VPN via that app and not the VPN toggle.
Just be aware that using a "free" VPN does have unintended consequences. Mainly that these "free" services need to make money some how. Typically, they do so by selling your data that will traverse through their VPN servers. I would be highly suspect of any app that uses a VPN without your knowledge.
I had the same problem. Solved it by going to Settings>General>VPN. From there you can Toggle Off.
Someone asked why you set it up in the first place ... travel to China where their Great Firewall blocks access to so many things that are used for everyday business, such as anything Google-related (Gmail, Dropbox), FaceBook, Instagram, etc.
