You would have to back track your steps and manually find it.

Since your phone is turned off you can't use find my iPhone.

having the serial number isn't going to do anything to find your phone.

Without find my iPhone on &/or your phone off, you have no choice but to search for it the old fashioned way - walk around, revisit where you were and ask around

Your cell provider would have your serial number and IMEI number

You need to use iCloud find my iPhone but it will only track when iPhone is on.

Tell your network provider &the police.
