wait 24 hour
try on another iPhone
still I can't log in

You indicate above your telephone International Dialing Code is +966 which indicates the Kingdom of Saudi Arabia.
As you should realize, Saudi Arabia has had restrictions on the use of FaceTime. These certainly are in play here as well.
This article states: "FaceTime isn't available in Saudi Arabia."

This almost certainly explains your problem.
Carefully follow the advice in the article I attached above. Even then, changing your Apple ID and then returning to the original is very likely to cause confusion for quite a while.
before the face time was not allowed in saudi arabia
now its work with no problem
same apple id i use it in macbook with no problem
and when i use another apple id on my i phone its working fine with no any problem

I can't click on it
It looks like you need to log into your Apple ID within iCloud, in settings still, as the option for your Apple ID is greyed out

note that the other id work perfectly with no gray sign in on face time
