Yes she can. Write out a bill of sale for the device, meet in a public area and video the sale and all testing you do. If she is asking a legitimate price for the device you are probably OK, if it is a bargain basement price stay away.
I want to purchase an iPhone from a person. She has the receipt from Apple and it's not locked. Can she report it stolen to use the warranty and have it locked after I activate it?

Ask her to go to iCloud turn off find my iPhone this will remove her apple I'd
Then go to settings down to reset Restore iPhone back to factory settings.
Then iPhone is ready for new user.

That's happened before. People will sell the devices, then report it as stolen.
