Smart playlist works on the Mac but not on the iPhone

Mac 10.13.1

iPhone X 11.2.1

iTunes 12.7.2

One Smart playlist simply asks for Ratings is less than one star. (However, if I ask for less than two stars it works fine.)

I have another smart playlist that just asks for Love is Loved.

In both cases, the smart playlists work on the Mac but on the iPhone they bomb. It kicks out the app and I have to start the Music app again.
