Unable to put 2.63 GB file on USB drive

My 64 USB drive is formatted FAT 32. I know there is a 4 GB limit on file size. So why can't I put a 2.63 GB file on the USB drive. I get a message that the file is too large for the volume format.

iMac, macOS High Sierra (10.13.1)

Because of an OS bug. Use a method other than the Finder to copy it.
