some photoes are missing from iphone

Some of my photos are missing from my iphone. But that photos are already stored in icloud.So i asked to apple support on twitter to help me. They told me you have to signing out from apple id after signing in you will get that photos back.

I did that 2 times but nothing happen !

I have 2200 photos on my iphone but only 800 photos are uploaded to icloud and storage is full so no option to remove photos from icloud photo library on/off button. Rest are unuploaded.
