Vietnamese voices,, Turkish-English dictionary

Hi, as an avid learner of languages I am completely in love with the iOS which allows text to speech in so many languages. However after so many iOS updates and versions, I am still waiting for Vietnamese voices. In addition I am also waiting for a Turkish-ENGLISH two way dictionary. Could someone tell me if either of both of these requests are in the pipeline?
