When I’m seeing my picture there is this little circle with en exclamation point
I tried changing my wallpaper but it doesn’t let me

Try a reboot press the power button down &menu button hold both down until you see apple logo this can take 30 seconds.
If you have a iPhone 7/8 press the power button down &the side volume down button hold both down until you see apple logo.
