can i open an iphoto book created in another computer and edit it in a new computer?

not unless you move the entire iPhoto library to the other computer - books do not exist separately, they are just database entries and can not be moved separate from the entire library - and the other computer will have to have the same version of iPhoto or you will not be able to move the library back
