To activate iPad in a country different to original registered

Sorry the question was - the iPad I have could not be activated. The message says “l the activation server could be down please try again later”. It wouldn’t activate how many time s you try later.

I do not have access to a computer if we have to connect to iTunes and reset or something. Not sure how to get over this issue
