Can’t download new apps.

I have the iPhone 5 SE with 32 gigs. It is up to date with all new iOS and all apps are updated. I have 24.7 gigs of space available on my phone, yet I am unable to download new apps. The WiFi I have is top of the line, and runs off of a airport express (which is also up to date). Even with all that, I am unable to download new apps. Previous apps that I have used like Facebook or twitter or games that I’ve played can be redownloaded, but for some reason my phone stops once I get to the Apple I.D. sign in to download an app. I put in the password, and my I.D., but the button that says sign in, doesn’t do anything. Nor does the question mark box in the corner of the password line. Not sure what to do.
