I cannot add a Table of Contents
When I go to Insert > Table of Contents, all the options are greyed out.
What am I doing wrong?

I have solved it. The problem seemed to be because the document was on collaboration and connected to iCloud Drive.
I removed the collaboration and could then do it. After, I connected it again everything was ok.

Have you clicked in the front of the main text body (between the margins) of a Word Processing document?
You can not have a ToC in a Layout document or in a Textbox or Shape.
Do you have text that has Paragraph Styles (to identify what will be added to the ToC) applied to it?
What version of Pages are you using? :
Menu > Pages > About Pages

Yes, I have clicked in the main text body and have text set as Header, Header2 and Body2 in the whole document.
Also, the version is the last one, 6.3.1.

You did not confirm whether the text was in the main text body and not in objects.
Is it just this one document?
Have you tested making a ToC in a fresh document?
