I am using magic keyboard on Mavericks and it works just fine,except the function keys.
Thats not an issue as I don't use them.
Is there a way to monitor battery level?

System Preferences/Bluetooth and check Show Bluetooth in menu bar.
It does not work on Mavericks.
Unfortunately it doesn't show anything....
Is there any command line to use?
The show Bluetooth in menu bar doesn't work or it doesn't show the battery level? If it isn't showing in the menu bar, there is a setting somewhere to make it do that, although I don't remember where else it might be. If it isn't showing the battery level, try clicking on the menu bar icon, and then selecting the keyboard.
