In, Settings - General - Software Update my iPad Air tells me there is a software update available. In fact, it's been telling me this for weeks now.
I select "download and install". It "grays out" and the little spinner thing at the top is going. Later I come back and it says the same thing. "download and install". I've selected this like a dozen times and it never works.

Are you on the same WiFi that downloaded prior updates?
No VPN or other tricky network stuff?
No special DNS or Proxy in iPad WiFi settings?
Is the router maybe blocking some apple.com URLs?
My ipad has 11.1.1 now.
