I understand you updated your iPad, but the Messages app is not syncing between it and your iPhone. Try the following steps to address this issue:
1) Back up your iPhone and iPad - How to back up your iPhone, iPad, and iPod touch
2) Update the iOS on your iPhone if you haven't already - Update the iOS on your iPhone, iPad, or iPod touch
3) Check for a wireless carrier update on your iPhone - Update your carrier settings on your iPhone or iPad
4) Close the Messages app on your iPhone and on your iPad
5) Turn your iPhone and iPad off. Wait a minute or two, then restart them to refresh the connections to the internet and the wireless carrier (iPhone).
