Where are you seeing these charges ? On your iTunes account's purchase history, credit card statement, phishing email ? If you think that you've been charged when you shouldn't have been contact iTunes Support.
If you received this notice by e-mail it is most likely a scam. Has your credit card been charged? Apple will always address you by your name or the name they have on file for you and the e-mail will be from @apple.com. If it appears to be a scam, send the e-mail to Apple as an attachment to a new e-mail before deleting it. If your credit card has been charged, contact iTunes Support.

Do they show on your iTunes account's purchase history (or any account that you've linked to the card) ? If not, and if they couldn't be temporary store holding charges, you should contact the card issuer
Go to Report a Problem. You can answer some questions and then they can issue a refund from there. Otherwise, contact support: Contact - How to Contact Us - Apple
