How do I ( if possible ) label an individual picture after it's been downloaded to iphoto?

That depends on what you eant by "label a photo"
If you select a photo and click on the 'i' button (for info) in the bottom line you can enter a title, a description and keywords - there is nothing named label in iPhoto
