I cannot shut my iMac down. System preferences frozen on iCloud management.

I want to shut my iMac down. I keep getting the message to close my systems preferences. System preferences is frozen on iCloud management. My iCloud account is full, but I do not want more space. I back my files up in other ways. How can I close systems preferences?

Try to force quit. Command-option-escape keys. If that doesn't work then hold the power button for about 15 seconds.
