I transferred photos from my iPhone to my laptop(windows sadly) and then deleted those photos on my iPhone. I kind of regret that so now I’m wondering how and if I can transfer them back to my iPhone is the quality of thise photos going to be the same or no? Thanks.

The "Sync your photos manually with iTunes" section of the following has one method to sync them back. I believe they are the same quality but I'm not certain of that. Note that iTunes syncing expects that you will keep the originals on your computer and if you don't they will be lost in future syncs.
