You place the Apple TV wherever its convenient to have it. As long as it can be plugged into the TV, and has good wifi coverage or is close enough to a router to get wired internet access.

It would be connected to your TV, it should be close to a router (with the option to use Ethernet or WiFi) and it is not advised to put in an enclosed space nor on top/below another device
