problem with sign in to app store

I cant sign in and download apps from app store, i using my ipad +- 1 year and all be fine, when i update my ipad he is block my app store, i cant do anything, why? i buy this ipad and cant using, pleas help.....

iPad Air Wi-Fi, iOS 11.2.1

What do you mean 'he is block my app store' ? What happens when you try to download something, what messages/prompts show ? If you mean that the account is locked / disabled try : If your Apple ID has been locked - Apple Support
