Question: Security Questions are not the same?

I had this Apple ID since the first iPod Touch. This is the second time this had happened to me. None of my security questions are the same. They’re not the same as they were before and I know that for a fact. I have money on my account and I can’t purchase anything because I need to answer my security questions which is dumb because like I said they’re not the same. I tried to reset them and it said not enough information so I can’t use the money on my Apple ID! Anyone know how to fix this or what to do?
