3rd party apps not working on AW series 3 w/ cellular

I went out with my apple watch, series 3 w/ GPS and cellular and third party apps would not load (instagram, CNN, etc). Is this normal? I had service and everything was connected fine. I was able to receive calls and text messages. Does anyone know how to get them to load on the watch? Thanks.
