I currently have the 5 gig iCloud provided from apple. I own an iPhone, iMac, and iPad. I have tons of photos stored on my Mac that are not in the cloud because of space limitations. I want to upgrade to a higher amount of cloud storage as to accommodate all my photos that are stored in Photos on my mac. When I upgrade the plan, what do I need to do to "push" these photos into the cloud?

When you say "adequate storage" you are talking about cloud storage and not the storage on the actual device, right? Since everything will be in the cloud, it won't use the storage on the iPhone and iPad, will it? The amount of photos and videos I have would never fit on my phone and iPad.
If you sync photos to your device, they will be on the device. To increase space available, go Settings/Your Name/iCloud/Photos and select Optimize iPhone/iPad Storage. That will reduce the space required by about 90% when fully effective.
that depends on what undisclosed iCloud services(s) you are using
If you are using iCloud Photo Library on all devices it will automatically update as long as you have adequate storage
