Can I use another browser, say a windows program, besides Safari version 11.0.2 on my MacBook Pro? Can I download it and use it only when I want to for a web-based email that does not like Safari?

There is a SeaMonkey (mozilla build) 2.49.1 that works in El Capitan 10.11.6
that allows you an email client and web browsing capabilities. It has seen a
recent update; but hard to say what's in store or what lay ahead there.
Also the latest Firefox 57 "quantum" browser. This leaves previous extensions
and add-ons unsupported as there is shift in technologies in this.

My Macs that use Firefox v 56, one day I found them upgraded to v 57.
So the feature set, supported extensions/add-ons, etc all changed...
It's good to choose the upgrade settings wisely, to know there is newer
upgrade but not install automatically.
Older versions such as Firefox ESR builds have limited life, but are available.
For those whose Safari cannot see upgrade or update for security, and their
mac cannot upgrade to later Mac OS X, another browser is key to online use.

You can download any web browser which supports your macOS version; running one designed for Windows requires installing that OS or using a product such as CrossOver Mac as well.
