After update, Apple Pay doesn't work

After update 11.2.1, ApplePay stopped working.

Message is 'Apple Pay will be available when updates are completed'.

Update was successful, but then I there was a message about recovering data.

Took 10 minutes to recover. No idea what the cause was.

Help!
