Message: System Library Can't Be Found

Since installing High Sierra, home Library is inaccessible (and Yes, I know about pressing Option). Option/Go opens only a folder called "Mobile Documents" which is empty.

Then I went to the Go / Go to Folder menu command and typed

~/Library/Mobile Documents
into its text box. Where did that take me? Not into "Mobile Documents," but straight up to the root level of iCloud Drive.
Then I
opened Terminal to make sure that I'm at the root level of the Home folder (~). And yes, the folder named
Mobile Documents
is owned by me, with read and write privileges.

Problem did not exist until I installed High Sierra 10.13.2 Can anybody help? (& thanks)

MacBook Pro (Retina, 13-inch,Early 2015), OS 10.13.2-unavailable in drop down
