I got a new phone and used a backup to transfer everything over. Everything except my photos transferred. What should I do?

I just got a new phone (iPhone X) everything else transferred when I used my Apple ID except for my photos. I don't want to wipe my phone and redo it for fear it still won't work and will just waste my time.

iPhone X, iOS 11.2.1

What does this mean? Did you sign in to iCloud during the phone setup and use a listed backup from your previous phone?

If you were using the iCloud Photo Library, your photos would not be in that backup. Have you since signed in to iCloud with the same ID?
