Why can't I view nor edit my playlists in library?

I was deleting some old playlists that I had in my library from my iPhone 5 and then out of no where everything got deleted. I didn't mind because it was only like 3 that I had, but as I started creating a new playlist, it would not appear in Library. No matter how many times I tried creating one, it'll still allow me to create it, but I can't view it nor edit it from my account on my phone besides from my laptop. In my phone, the playlist just shows up as if someone else made it. I made sure my phone is updated, restarted my phone, reinstalled the Apple Music app, went to setting to make sure iCloud Music Library and Add Playlist Songs were on (which they were), and nothing seems to work at all.
