I redeemed $30 of itunes recently, so now I have a total of $30.54. I tried to purchase A bundle pack on Madden 18 for $29.99 and after I enter my password it says “Insuffiecient remaining store credit”. I have more than enough money and I know that in-all purchases don’t make you pay tax.

The Apple App Stores charge the local sales tax on all downloadable purchases in the final moments of every sale. If there was a credit card listed in the account the remaining amount due would be charged to the card, if not, then there is no purchase until the credit is enough to cover the full sale.
