Difficult to say why as you haven't given any information. What happens when you try to download something ? If you are getting an error message what does it say ? If you are getting a message to contact iTunes Support have you done so ?

Not entirely sure what your reply means, but does 'paymaya' show as a payment option on your iTunes account ? If not you cannot use it as a payment method for purchases from iTunes.
