locked phone x

I just got my new iphone X. I was overseas for a vacation and locked my iphone. when I unlock my iphone, a siren came on. After that my phone cannot make any calls or receive any sms. It can only make whatsapp call/text with wifi. I inserted a new sim card, same problem. Need help to resolve.
