can I rush a print order or rush the shipping? how and where in the checkout process can I do this?

According to this document, there should be an express shipping available, see:
Apple Print Products - Shopping Help - Apple
You select the shipping method in the Shipping pop-up menu. There may be only one method, depending on the country.
