I have Auto-Lock set to "Never", but the phone locks after one minute

I have Auto-Lock set to Never, but the phone locks after one minute. I double checked my settings and it is definitely set to "Never". It started just this morning without having changed any settings.

iPhone 6, iOS 11.1.2

After updating to iOS 11.2.1 this stopped.
