FIND MY IPHONE

hi everyone, please i turned off my find my iphone but when i checked my imei statues online it says is ON but not OFF. Also Iphone is stuck on the itunes logo and i cant get pass it and so i turn the find my iphone OFF online of my pc. I dont know if it because it is stuck on the itunes that is why is showing that is ON or if i fix the stuck on itunes logo it will be update. Can someone explain what is happening.
