I just bought an iPod Touch and when I try to activate iMessage on it I keep getting an error message. Is this normal or do I have a serious issue?

I can’t activate imesssge or FaceTime on a new iPod Touch. Is this a serious concern or is there something simple I’m missing?

iPod touch, iOS 11.2.1
