Cameras won't open in my macbook air

Recently my macbook stopped being able to open either the built in camera or an external webcam. SKYPE won't load, nor will Zoom. SMC reset did not work. my system seems to recognize the facetime camera, as indicated by the system report, but there is no camera for me to choose when opening a program such as photo booth..
