If your device will not let you create a new iCloud account and tells you it has reached the allowable lifetime limit on the number of free iCloud accounts any one device may create, then you can no longer create new iCloud account on that device. This limit cannot be reset or over-ridden. Every single iPhone, iPad or iPod Touch has a maximum lifetime limit on the number of new iCloud accounts that can be created on that device. You will therefore need to find another Apple device (another iPhone, iPad, iPod Touch or Mac computer) to actually create a new iCloud account. Once created, you can login to it and use it on that device you have. You just cannot create any new iCloud accounts on that device.
