Cannot access hotspots that require login on iPad Mini 3

iPad Mini 3 - model MGP42LL/A - currently running iOS 11.1.2

Since updating to iOS 11, absolutely cannot access any public wifi that requires a login step to access (at work, Library, our RV park wifi, Starbucks, etc). My husband’s iPad Mini 4 does not have this issue. I've searched everywhere for workarounds; none of them work.

At what point might I expect to see this issue resolved? I've discovered this is not a problem unique to me or my device. A number of people with a variety of Apple devices are experiencing this same issue. Seems to depend on the *model* of device they have, not the specfic *type* (iPhone/tablet).
