Where is my Apps and data screen

I am trying to restore my phone from an iCloud backup but cannot find my apps and data screen to finish.

That screen should appear after you have erased all content and settings. See items 3 and 4 in the "Restore from an iCloud Backup" section of iCloud: Restore or set up your iOS device from iCloud
