'edit with' photoshop doesn't export RAW files anymore

I use the Photos app along side Photoshop. I always shoot RAW. As of the most recent Mac os update I can no longer right click on an image, goto edit with > Photoshop. When I use to do this the image would open in Camera RAW but it now just opens as a JPEG inside of Photoshop. Is there a way to fix this problem?
